Rapid urbanisation and increasing flood risks have exposed weaknesses in disaster preparedness in Selangor, particularly following the December 2021 floods. This study examines how human security, community resilience and media engagement can strengthen flood preparedness through coordinated governance and community participation. Employing a qualitative approach, semi-structured interviews were conducted with six informants representing government agencies, local authorities, community members, first responders, media and academia. Thematic analysis identified three interconnected barriers: complacency and dependence on external assistance, psychological challenges including fear and trauma, and limitations in coordination, training and resources. Findings highlight the role of community leaders in building trust, mobilising grassroots participation and communicating local needs to government agencies. Community networks and social cohesion support preparedness, while simulation exercises and accessible equipment remain important areas for improvement. Traditional and social media complement one another by disseminating warnings, facilitating real-time communication and connecting residents with assistance; however, misinformation can undermine public confidence and coordinated responses. Integrating the Two-Step Flow Theory with the Knowledge, Attitudes and Practices framework emphasises the importance of trusted opinion leaders in translating information into preparedness actions. The study recommends inclusive governance, sustained community training, improved resource coordination and accurate communication to enhance flood resilience in Selangor.
